Metrology and Scale-limited Error, Measurement Accuracy and Discrimination: A Practical Example

I recently received a question from a visitor to my Website, <MetrologyMetro.com>. I share it with you, below. Please leave your comments, as others may benefit from your knowledge. Thank you.

[QUESTION]
Dish washer resolution has no decimal places.  Standard resolution is 3 decimal places.  Tolerance is + / - 1 degree  Standard reads 60.003 degrees and UUT [unit under test] reads 59. Is UUT out of tolerance?

How do you resolve this situation?  UUT could be 59.8 or 59.4 degrees or whatever, but the resolution will not allow those readings.
